DESCRIPTION:CBRN Exercises Generating R&D Opportunities \nPresented by Dr Mike Logan (QFS) and S/Sgt Andy Rowan (QPS) \nThe first part of the presentations will outline Australia’s involvement with CAPEX\, since 2006\, including the challenges and opportunities encountered.  This will cover some of the lessons identified by the teams alongside the many positive outcomes generated from the challenging CBR scenarios. \nCAPEX brings international Forensic CBR responders together to complete several exercise scenarios designed around shared threats\, to identify areas for development and future research.  Scenarios are intended to provide a framework for the participating national teams.  The foundations of the scenarios are shared\, but the specifics vary to allow different national objectives.  The exercise is co-ordinated by a rotating lead nation hosting the event. Current theme for CAPEX is on-scene forensic and scientific exploitation.  This continues development from previous iterations of CAPEX\, from “minimum time on scene” through to “crime scene to court”. \nThe second part of the presentation will provide an overview on the resources and practices available responders that will help assess and manage risks in the crime scenes they attend.  This will involve case study examples from scenes examined in Queensland by the Hazardous Environment Examination Team. \nBIOS: \nAndy ROWAN\, S/Sgt forensic coordinator\, currently attached to the homicide squad\, cold case team. DESCRIPTION:**REGISTRATIONS REOPENED** \nThe Australian Forensic Taphonomic Examination Research (AFTER) Centre located in Richmond NSW is a unique body donation facility dedicated to the study of forensic taphonomy in Australia. This presentation will cover the history and make-up of the AFTER site which is the only centre in the world using human donors for DVI research and processing. Ritchie will also present on the 2023 Operation Zeus and 2024 Operation Leviathan joint national DVI research exercises. \nSnr Sgt Callaghan has worked as a Scenes of Crime Officer for 27 years. Between 2003 -2004 he was the Lead Forensic Investigator in the Singh Children Homicides at Bridgeman Downs and assisted in the conviction of Massimo Sica in 2012. In 2015 he took over the State DVI Coordination role\, he has also managed every SOC office in Brisbane at one time or another and has been a Forensic Coordinator in both North and South Brisbane. \nHe is now the Forensic Capability Coordinator\, where he runs the Forensic Search Teams\, Hazardous environment team (admin) and the DVI unit. Within this role he has written and assisted in the facilitation of the National DVI ADVIC funded training courses for the last 10 years\, including Phase Coordinators\, Commander level\, and four National Body Farm Practitioner courses. \nTeams link: A link will be distributed to ticket holders closer to the event

We look forward to seeing you there! \nPresenters\nLaeeque Ahmed \nLaeeque Ahmed joined Forensic Science Queensland in August 2024 as a Senior Scientist in the Forensic Biology Division. With over a decade of experience\, he has led pivotal DNA investigations at the Punjab Forensic Science Agency in Pakistan. He has resolved numerous high-profile cases\, including terrorism\, homicide\, disaster victim identification\, and serial sexual assault cases. At the ANZFSS meeting\, Laeeque will discuss his role as the lead DNA analyst in the high-profile Zainab rape and murder case in Pakistan\, highlighting the power of forensic DNA in criminal investigations and its lasting impact on forensic practices in the region. \nCarlijn Steen \nCarlijn Steen completed her research master ‘Biomedical Science’ with a specialisation in Genetics and Genomics at Maastricht University in The Netherlands. She then started her career in Forensic Science as a Forensic Scientist at The Maastricht Forensic Institute (TMFI) where she was trained.  She has coordinated and reported various types of cases. Besides casework\, she was involved in project management\, quality assurance and validations with a specific focus on continuous improvement of methodologies at TMFI. In October 2024\, she moved to Brisbane to work as a Senior Forensic Scientist at Forensic Science Queensland to case manage and report major crimes. \nBart Blankers \nBart Blankers completed a master’s in biomedical sciences at the University of Amsterdam and a master’s in forensic science at King’s College in the UK. He then joined The Netherlands Forensic Institute where her was trained as a Forensic DNA expert. When he left the NFI\, he was employed by the Dutch Ministry of the Interior where he did policy development and management. During this time\, he was employed on a part time basis by The Maastricht Forensic Institute as a Senior Forensic Scientist. He eventually joined TMFI full time where\, besides doing casework\, he held a position as team leader and member of the management team. In October 2024 he moved to Brisbane and joined Forensic Science Queensland as a Senior Forensic Scientist. During his career Bart has worked on many different types of cases\, been involved with R&D\, done quality assurance\, and provided training to experts and members of the criminal justice system.

SUMMARY:WA Branch Seminar: Echoes of Fear - The Monsters of Florence and their Legacy
DESCRIPTION:Between 1874 and 1985\, seven couples were brutally murdered around Florence\, Italy. The investigations led to a life sentence for Pietro Pacciani in 1994. However\, the prosecutor did not believe in the solitary serial killer theory\, and reopened the investigations. A few accomplices of Pacciani were in fact convicted\, but when he died under mysterious circumstances\, no further investigations were deemed necessary despite contrary evidence. In this seminar\, Michele Giuttari will summarize the complete history of the investigations\, integrated with first-hand experience. \nMichele Giuttari was born in Sicily and\, after obtaining a law degree\, joined the State Police and worked in Calabria\, Napoli and Firenze investigating the Mafia and other dangerous offenders. As Head of Florence Police between 1995 and 2003\, he re-opened the Monsters of Florence case leading to the identification and ultimate conviction of additional perpetrators. Since 1997\, Michele has been a writer\, gaining international success and winning several literary awards. \nThis is an online only event and\, due to the nature of the content\, is recommended for a professional and academic forensic audience. Discretion is advised for registrants. \nPlease note: the event will consist of a pre-recorded video presentation from Michele Giuttari\, followed by live Q&A with Michele. DESCRIPTION:With the use of smart phones\, vehicle dashcam\, body-worn cameras\, and the ever-growing CCTV network\, media-based forensics becomes critical evidence for courts. It can offer a record of the actual video and audio of a crime\, with multimedia forensics involving diverse requests from analysing events\, identifying individuals\, recognising objects\, and synchronising device data to create a true timeline for evidence. In this presentation\, Dr Todd Hutchison will share insights to how media-based evidence is being used to analyse\, sequence\, explain\, and solve crimes\, as well as the complexities it presents. \nDr Todd Hutchison is international bestselling business author\, listed in the Who’s Who of Business in Australia\, and a world champion in music when he was a WA Police musician. He resides as an adjunct Associate Professor in the law discipline at Edith Cowan University\, consultant at law firm Balfour Meagher\, a licensed investigator and security officer\, and a Digital Forensic practitioner specialising in multimedia at Digital Forensics Australia. With a background in behavioural analysis and law enforcement\, Todd provides multimedia-based expert witness services on Supreme Court cases across Australia\, mainly for homicide and major crime matters.

Please indicate in the booking form whether you intend to attend in person or online\, and advise us of any dietary requirements. \nDr. Kristen Clarke: Water we waiting for? Evaluating a greener\, safer\, more cost-effective strategy for applying 1\,2-indanedione to latent fingermarks on paper \nDeveloping fingermarks on paper-based evidence with 1\,2-indanedione and zinc chloride is a fundamental evidence gathering methodology; however the most widely-used carrier solvents to effect it\, HFE-7100\, will be phased out after 2025\, necessitating new 1\,2-indanedione formulations. While flammable hydrocarbon solvents have been suggested as suitable replacements for HFE-7100\, the compromise to safety makes them unsuitable long-term alternatives. This work opted for a fundamentally different approach; a water-based\, non-flammable xanthan gum gel medium to host 1\,2-indanedione that allowed for detection of natural fingermarks. \nThe optimised xanthan gum hydrogel formulation develops highly fluorescent fingermarks with minimal blurring and demonstrated effectiveness for fingermarks in the tenth natural depletion of a series. From a holistic frugal forensics perspective\, the gel delivery shows promise in terms of major benefits for cost\, safety\, accessibility\, and availability\, and provides further development in this area to deliver a safer\, longer-term alternative to HFE-7100. \nSSgt Donna MacGregor: From police to universities and everyone in between: a multiagency collaborative partnership for the reporting\, management\, and storage of medical (anatomical) teaching skeletons – a Queensland perspective. \nIn Queensland\, when unidentified human remains (UHR) are discovered\, they must be reported to the Police or Coroner. An investigation will then commence to first determine if the UHRs are ancestral Aboriginal or Torres Strait Islander remains or a contemporary forensic case. If the remains are contemporary in nature\, then a full investigation will ensue to determine the identification and circumstances of death for this individual. However\, what if the UHRs are neither ancestral remains or a contemporary forensic case but instead a medical (anatomical) teaching skeleton? \nThe reporting of these type of human remains cases to police\, comes about mostly by family members as they clean out the contents of the deceased’s’ office etc and locate a “box of bones”. These teaching skeletons\, mostly sourced from India\, were exported to medical and educational institutes around the globe including Australia. It is estimated that 2.4 million skeletons were exported between 1947 and 1985\, when the practice ceased. \nTeaching skeletons are being reported to police in increasing numbers in recent years\, even though they are not “reportable deaths” by definition. Previously\, lacking other viable options\, teaching skeletons were lodged into local mortuaries thereby entering the Coronial process. This has significantly increased time pressures on forensic officers and investigators within the QPS and members of the Coronial system\, whilst also contributing towards long-term storage issues; the situation was becoming unsustainable. \nIn 2023\, members from the Forensic Services Group commenced working with academic and technical staff at all Queensland universities with accepting schools of anatomy (i.e. able to receive human cadavers). These universities include Griffith University\, Queensland University of Technology\, University of Queensland\, and James Cook University. Working collaboratively\, a universal donation form and new management workflow\, supported by the State Coroner\, has been established that negates the need for lodgement of teaching skeletons at local mortuaries.\nThis presentation will discuss the process for triaging all UHRs in Queensland and the new workflow for managing teaching skeletons.

SUMMARY:SA Branch May 2026 Meeting - Forensic Application of Apple Health Data
DESCRIPTION:The SA Branch of ANZFSS Welcomes Dr Luke Jennings\, Lecturer in Digital Forensics at Flinders University to present a presentation on the Forensic Application of Health Data. \nHealth Data from phones and smart watches is becoming increasingly important in capturing actions\, behaviours and biometric records in real world investigations. Drawing on extensive experience including from a fatal collision that happened in Daylesford (Victoria)\, Luke will show how step counts\, expended energy\, heart rate\, and glucose levels inform investigators and medical examiners. We will also discuss how health data can inform sleep analysis and\, how it can contain detailed information of locations\, timezones and other associated devices – a treasure trove for forensic digital examiners. \nDr Luke Jennings holds a PhD on the Forensic Applications of Apple Health Data\, from the University of Adelaide. Prior to being appointed at Flinders\, Luke has worked as a senior digital forensic scientist at Digital Forensic Sciences Australia Pty Ltd\, working on over 100 cases\, many concerned with health data records. \n
